Crypto cards are traditionally issued based on the country of residence and not on the country of nationality.
If you are one of the Ukrainians who left the country and are now living in the EEA (European Economic Area) you are in luck, because you are now eligible for many crypto cards that are offered to European residents.
Schengen rules allow Ukrainians to stay in the EU for up to 90 days. After that, you will need to obtain a visa, a residence permit, or refugee status.
Some of the following cards will allow you to apply for a card with just a photo of your passport and EU border stamp (like Embily Card does). But most cards will ask you for proof of residence or refugee status in the EU, in order to issue you a crypto card.

What are the most important fees to look at, for a Ukrainian card user?
The most important one for you will be the Foreign Exchange Fee, since you may often use your card for non-EUR transactions, outside of Europe, or online using non-EU-based services.
Keep in mind, that Mastercard or Visa will charge an additional 1% Foreign Exchange Fee, on top of your provider’s FX fee. For example, Bybit Card has 0.5% FX fee, but 1% from Mastercard or Visa will still apply, making it a total of 1.5% fee for foreign currency transactions.
